Case Study: Cleveland Police
When Cleveland police transferred their ID Suite services to Reliance, they not only freed one inspector, two sergeants and five constables for other duties by replacing their work with Reliance staff, they also saved £240,000 per year in staffing costs for the service. The Reliance team of eight processes over 1400 identification parades and procedures per year. The cost per procedure less than half the previous cost when the service was delivered in house.
The reduction in cost has not impacted on service levels. Over 95% of parades and ID procedures are completed within the required timing of 14 days or less, with the majority completed in 7 days or less. For Prolific Offenders and Persistent Young Offenders over 95% are completed within 24 hours. Emergency procedures are completed within 6 hours, for instance when a suspect is in custody. Results are also high, with positive identification rates consistently at over 50% for the past two years, compared with an average of 34% nationally across all police forces. Another example of the high quality of Reliance’s teams is in Sussex, where Reliance delivers similar services. Here the rate of accurate fingerprint capture is the third highest in the country on national league tables.
To ensure that cases can proceed quickly, Reliance ensure that all ID administration and the evidential record is completed within 24 hours of the parade taking place. Any ID packs presented by police officers that are not sufficient to complete an valid ID procedure are returned for completion within 24 hours.
